The Advanced Air Mobility National Strategy: A Bold Policy Vision for 2026–2036

This national strategy outlines the U.S. Federal Government’s policy vision for integrating Advanced Air Mobility (AAM) technologies from 2026 to 2036. It addresses infrastructure, airspace modernization, security, workforce development, automation, and community engagement to accelerate safe, efficient, and equitable deployment of AAM across the United States.

“The Advanced Air Mobility National Strategy: A Bold Policy Vision for 2026–2036” presents a comprehensive federal approach to accelerate development, certification, and deployment of Advanced Air Mobility technologies in the United States. Developed by over 100 experts from more than 25 agencies, this strategy guides policy and programs across six pillars: airspace, infrastructure, security, community planning and engagement, workforce, and automation. It anticipates phased milestones—early demonstrations by 2027, expanded urban and rural operations by 2030, and fully autonomous, scalable operations by 2035—leveraging existing airport infrastructure and new vertiports, modernized air traffic control, and advanced communication and surveillance systems. Emphasizing safety, security, national defense, and economic competitiveness, the strategy advocates for private-public partnerships, smart investment, and supply chain resilience. It highlights the importance of SLTT (State, Local, Tribal, and Territorial) engagement in infrastructure siting, regulatory harmonization, and community acceptance, including addressing noise and accessibility concerns.

Workforce development is a priority, with calls for updated occupational classifications, education programs, and retraining pathways to meet demand for pilots, maintenance technicians, and automation specialists. The document calls for establishing an interagency coordination structure to advance implementation and for Congress to update funding and regulatory frameworks to support evolving aviation technologies and services. The strategy also underscores the need for international cooperation to maintain U.S. leadership in AAM certification and market access. Supplementing the strategy are appendices detailing recommendations, a public request for information, agency roles, and working group composition. Overall, it presents a forward-looking, holistic approach to transform aviation by integrating novel aircraft and operations into the national transportation system for broad public benefit.
